Data Governance Executive Sponsors Initial Meeting August 28, 2006

The Data Governance Executive Sponsors met for a kick-off meeting on Aug 28. A data governance initiative requires that foundational pieces be put in place by Executive Sponsors. Executive Sponsors have therefore begun to consider the following:
1. The structure and roles for data governance, and the appointment of stewards
2. Proposed data policies with associated performance indicators and timelines
The roles under consideration are:
Executive Sponsors
The Executive Sponsors are senior University officials with planning and policy-level responsibility and accountability for data, including its creation and maintenance, within their area.
Data Stewards
Data Stewards are appointed by Executive Sponsorship Group to carry out the data policies that have been established, as well as the University's overall administrative data security policies. There will be 3 types of data stewards - those with ownership for data stored in their own unit at the University, those representing technology, and those representing a "community of interest". A “community of interest” data steward has responsibility when data elements are commonly used across organizational boundaries. One steward will be responsible for collaborating with others to be the "owner".
Data Administrators
Data Administrators establish procedures for the governance of data, including data entry, and reporting. Some Data Administrators are part of a technology unit with responsibility for implementing the decisions of the stewards in functional areas, assuring that backups retention plans are implemented according to defined needs and assuring that database software and hardware operates as it should. .
University Data Quality Administrator
This individual works with the campus community to define a campus-wide structure of data governance by making explicit the roles and responsibilities associated with data management and monitoring compliance. This person is responsible for coordinating data policies and procedures in the three primary enterprise data systems: Finance, Student, and Human Resources, ensuring representation of data stewards, managers, and key users.
Once roles have been reviewed and approved, the Executive Sponsors will appoint data stewards from their area to begin the work of data governance.
The structure of Data Governance as proposed is:

Executive Sponsors will both appoint Data Stewards, and through data policies and other means, provide direction to them.
Next on the agenda is a preliminary review of proposed data policies. Three have been drafted, but whether these are the ones that will be considered and forwarded depends on decisions made by the Executive Sponsors.
The Executive Sponsors will then determine what performance indicators to attach to each policy, and how soon progress can be realistically measured. A combination of policies, performance indicators, and timeline expectations will become direction for data stewards working together in the Data Governance Council.
